While it's entirely possible Hogwarts Legacy happens prior to the Ministry returning control of Gringotts back to the goblins, it's more likely that Ropp's statement is referring to an event that happened in the 1870s. Because he specifics „ this lot, “ he could be talking about the Goblin Liberation Front — a group of radicals that advocated for goblin rights during this time. This wouldn't necessarily mean goblins weren't at Gringotts. Rather, only the ones the player encounters may be from this extremist group.
